EC makes the claim that the context of 18 and 19 suggest 'parental love' but that it is "primarily" motherly love used in 67.
'gentleness', 'kindness', 'pity', 'charity', and even 'compassion' are not strong enough to be one of the three "treasures", and 'love' and 'devotion' are too general. Chapters 18 and 19 provide the familial quality, and there is no need to go outside that realm to find your meaning, or to abandon it in Chapter 67. xiao is the manifestation of the love of the child for the parent, and ci the reverse. I originally used the traditional but awkward terms 'filial piety' and 'parental concern', but for the sake of simplicty, I have replaced them with 'obedience' and 'nurture'. Neither is love itself, but the manifestation of love in the roles of child and parent. And nurturing holds out as a treasure, a devotion to creation, a stewardship of life.
